Sailing Instructions

1. RULES

1.1 The event will be governed by the 'rules' as defined in the Racing Rules of Sailing, including the Heat Management System (HMS), the IOMICA Class Championship Rules, the Notice of Race (NoR), these Sailing Instructions (SI), the International One Metre Class Rules, and the Equipment Rules of Sailing.

1.2 The Sailing Instructions shall prevail in case of conflict with the Notice of Race.  This changes Rule 63.7.

1.3 The English language version of these documents shall prevail.

1.4 Appendix A of these Sailing Instructions shall apply.

1.5 Rule E4.2 is changed to read as follows:

E4.2 Outside Help

Rule 41 is changed to

(a)  A competitor shall not give tactical or strategic advice to a competitor who is racing.
(b)  A competitor who is racing shall not receive outside help except:
      (1)  A boat that has gone ashore or aground outside the launching area, or become       entangled with another boat or a mark, may be freed and relaunched only with       outside help from a rescue boat crew;
      (2)  Competitors who are not racing and others may give outside help in the
      launching area as permitted by rule E4.5;
      (3)  Help as provided for in Rule 1;
      (4)  Help in the form of information freely available to all boats.

1.6 Rule E4.4 is changed to read as follows: "Throughout rule 44, instead of 'Two-Turns Penalty' read 'One-Turn Penalty', which shall include one tack and one gybe."

1.7 Rule G3 is made applicable. A boat chartered or loaned may carry national letters or a sail number in contravention of the International One Metre Class Rules.  Where there is any conflict in sail numbers, the race committee shall prescribe that sail numbers be amended until the conflict is resolved.

2. NOTICE TO COMPETITORS

2.1 The Official Notice Board will be situated in front of the sailing area.

2.2 Notices to competitors will be posted on the Official Notice Board.

3. SCORING SYSTEM

3.1 Heat Management System (HMS 2007) will apply with Schedule “C” used for race 3 and following races to allow 6 boats promotion between heats.

3.2 A copy of HMS 2002 will be posted on the Official Notice Board.  Competitors may obtain further copies from the Race Office.

3.3 Rule 64.2 is changed by HMS 2.8 so that redress can be given by assigning a place with appropriate points.

3.4 Heat selection for Race 1 shall be carried out as follows.  The boats will be ranked according to their finishing positions, if any, in the previous IOM World Championships.  Boats without a finishing position in the previous IOM World Championships shall be ranked according to their finishing positions, if any, in the previous corresponding IOM Continental Championships, after boats already ranked.  Remaining boats shall be ranked after boats already ranked according to the alphabetical order of the national letters and within the national letters according to the ascending sail numbers.  This list will be sorted into the heats in the order A, B, C, D, E, E, D, C, B, A and so on.

3.5 Excluded scores (discards)
When the total score is calculated for each boat, discards of scores will be permitted as follows:

After 4 races have been completed            1 discard
After 8 races have been completed            2 discards
After 16 races have been completed          3 discards
After 24 races have been completed          4 discards
and so on every further 8 races completed.

4. CHANGES IN THE SAIING INSTRUCTIONS

4.1 Changes in the Sailing Instructions shall be approved by the International Jury and the IOMICA event delegate.

4.2 Any change of the Sailing Instructions shall be posted on the Official Notice Board and shall be implemented only between races.  Two sound signals followed by verbal announcements shall be made to call attention to change.

5. COURSE

5.1 The sailing area shall be located at Babin Kuk, Dubrovnik, beach Copacabana.
5.2 The course will be displayed on the course board as required by RRS E4.2, together with the single alternative shortened course option.  Description of the marks, including starting and finishing marks stating the order and side on which each is to be left shall be posted on the course board.

6. CHANGES TO THE COURSE

6.1 The course may be changed only between heats or races.  Any change to the course shall be posted on the course board and the next heat shall be preceded by a sound signal and a verbal warning.

6.2 During a heat, shortening of the course to the prearranged option shown on the course board shall be signalled by two sound signals followed by verbal confirmation on the leg before the leading boat starts the leg in which she will finish because of shortening. 

7. CONTROL AND LAUNCHING AREAS

7.1 The control area will be raised platform at the north end of Copacabana beach, or such other area as may be designated by the Race Committee.  Any changes shall be posted on the Official Notice Board and shall be implemented only between heats.  Two sound signals followed by verbal announcements shall be made to call attention to the change(s).

7.2 The launching area is floating platform, fastened by the right side of control area, or such other area as may be designated by the Race Committee.  Any changes shall be posted on the Official Notice Board and shall be implemented only between heats.  Two sound signals followed by verbal announcements shall be made to call attention to the change(s).

8. START

8.1 The heat composition shall be posted on the Heat board near the control area.  Competitors shall be advised orally by a hail of the upcoming heat and race number.  It is the competitor's responsibility to hear this call and start in their assigned heat.  Failure to comply with this Sailing Instruction will not be grounds for redress.

8.2 RRS 30.1 shall be applied to the re-start of any heat that has had one general recall.

9. TIME LIMIT

9.1 The time limit for the first boat to finish shall be 30 minutes, except for Race 1 (HMS 2.2).

9.2 Except as in SI 9.3, the time out limit for racing after the first boat finishes shall be 5 minutes.

9.3 If at least 6 boats have not finished within the time out limit specified in SI 9.2, the time out limit shall be extended until 6 boats have not finished, up to a maximum time out limit of 10 minutes.

9.4 Boats failing to finish within the time out limit shall be recorded DNF, OCS, DNS or DNC in that order, as appropriate.

9.5 Sailing instructions 9.1, 9.2, 9.3 and 9.4 do not apply to Race 1 where there is no any time limit (HMS 2.2).

9.6 This changes RRS 35 and A5.

10. RACING TIMES AND SCHEDULE

October 20th – 23rd       No warning signal will be given before 10:00 and after 19:00
October 24th                 Reserve day (The day may be used for racing if 10 completed races have not been achieved at the end of October 23rd)
October 25th                 No warning signal will be given before 10:00 and after 19:00
October 26th                 No warning signal will be given before 10:00. No warning signal of the first heat in a race shall be given after 14:00. If no boat in the final heat of the intended last race has sailed the course in accordance with RRS 28.1 and finished by 16:00 then the last race shall be abandoned and the previous race shall be taken as the final race.

11. PROTETS

11.1 Protest forms shall be available at the Race Office.

11.2 Parties to a protest shall be called orally by hailing that the protest hearing is opening.  It is the responsibility of the parties to come to the hearing without delay accompanied by any witness.  No other notice of the hearing will be given.  Hearings will be held in the jury office.  This changes Rule 63.2.

11.3 Decisions of the jury shall be final as provided in Rule 70.4.

11.4 The 'authority responsible' mentioned in RRS 64.3(b) shall be the IOMICA Technical Sub-Committee or its official delegate at the event.

12. TRANSMITTERS

12.1 Unless the Race Committee prohibits their use, competitors not racing may use their transmitters at any time for the purpose of tuning or practice sailing.  Competitors may practice sail their boats at any time only in the separate areas that will be describe at the Official Notice Board.

12.2 Notwithstanding the areas listed herein no non-racing competitor shall sail within 16 metres (50 feet) of either a racing competitor or any mark of the racing course.

12.3 The Race Committee may announce changes to the permitted practice areas.  Any changes shall be posted on the Official Notice Board and shall be implemented only between heats.  Two sound signals followed by verbal announcements shall be made to call attention to the change(s).

12.4
When a protest committee finds that a competitor has broken this Sailing Instruction they shall either warn them or give them time to comply or penalize them.

13. MEASUREMENT

The Race Committee may at any time request the event Senior Equipment Inspector to confirm that a boat complies with the Class Rules in which case it shall inform the competitor who shall present his boat to the Senior Equipment Inspector.

Appendix A - UMPIRED FLEET RACING FOR RADIO-CONTROLLED BOATS
These sailing instructions change rules 31.2, 61, 62, 63, 64, 66, 70, E3.1 and E5.2.

Q1     CHANGES TO RACING RULES

Q1.1  Changes to rules involving protests, exoneration, observers and umpires
(a)   An umpire may hail the penalty defined in the last sentence of rules 31.2 and 44.1 or, if an umpire does not hail the boat's penalty shall be to retire.
(b)   Add to end of the first sentence of rule 63.1: "and Q3“.
(c)   E5.2 is changed to read as follows: In rule 61.l(a) Replace all after the first sentence with "When her protest concerns an incident in the racing area that she is involved in or sees, she shall hail “(Her own sail number)“ protests (the sail number of the other boat(s))”. Except where the protested boat(s) acknowledges her infringement or protests or an umpire hails a decision in accordance with Q3, the hail shall be repeated at least once."
(d)   Rule 64.1(b) is changed so that the provision for exonerating a boat may be applied by the umpires as Q3.1(a) without a hearing, and it takes precedence over any conflicting rule in this Addendum.

Q2     PROTESTS BY BOATS

Q2.1  Except where damage resulted from contact, a protest by a boat under rules 31.1 or 42 or under a rule of Part 2 may be decided by an umpire.
Q2.2 (a)   A boat may promptly acknowledge breaking a rule by taking a penalty provided in E4.4 as changed by the SI.
(b)   If no boat takes a penalty, an umpire may hail a decision as provided in rule Q3.1.
Q2.3  A boat is entitled to a hearing only if:
(a)   Rule 14 is broken with damage resulting from contact.
(b)   An umpire hails the decision as in Q3.1(c)
(c)   No umpire decision is hailed.

Q3     HAILS BY UMPIRES AND TAKING A PENALTY

Q3.1 An umpire may hail a decision as follows:
(a)   "No penalty to (boat(s) sail number)"
(b)   "Penalty to (boat(s) sail number)." Brief reasons may be given quoting the other boat(s) involved. If an umpire is unable to identify a boat’s sail number, the boat will be identified by other clear description and as soon as possible by sail number.
(c)   "Not observed"
          Word to the same effect maybe used in hails.
Q3.2 A boat penalised by an umpire hail, as Q3.1(b) shall promptly take a single turn penalty provided in E4.4 as changed by the SI.

Q4 PENALTIES INITIATED BY UMPIRES

Q4.1  (a)   When there is no protest or penalty taken by a boat for contact with another boat or infringement of rules 31.1 or 42, an umpire may penalise a boat in accordance with Q3.1(b).
(b)   If an umpire decides that a boat may have broken a rule other those listed in Q2.1 and Q4.2, the umpire shall so inform the protest committee for its action under Rule 60.3 and notify this intention to the competitor.
Q4.2 When a boat
(a)   gains an advantage despite taking a penalty,
(b)   breaks rule 2,
(c)   breaks a rule deliberately,
(d)   fails to take a penalty when required by an umpire, or
(e) fails to take a penalty in accordance with rule E4.4 as changed by the SI,
an  umpire  may  impose  an  additional  penalty  as  Q3.1(b)  or  a  disqualification  by  hailing  "(boat  sail  number)“ disqualified", with brief reasons quoting the other boat(s) involved.
Q4.3 A boat disqualified by an umpire shall promptly leave the course.

Q5     REQUESTS FOR REDRESS, APPEALS, OTHER PROCEEDINGS
Q5.1 There shall be no request for redress or to reopen a hearing or appeal from the decision made by an umpire under rule Q3.1 or a hail under Q4. This changes rules 62, 66 and 70.
Q5.2 No proceedings of any kind may be taken in relation to any action or non-action by an umpire.
